What was the challenge?
Competition over limited water resources is a recurring challenge in many semi-arid areas of Kenya. In parts of the Athi River Basin, increasing demand for water, environmental degradation and unregulated use of natural resources contributed to conflicts among communities, particularly during periods of water scarcity. Disputes over access to rivers, springs and sand harvesting areas affected livelihoods, disrupted community relations and undermined collective efforts to conserve shared water resources.
What did CESPAD do?
The Promoting Integrated Water Resources Management (IWRM) in Kenya project recognised that improving water security required not only technical interventions but also governance mechanisms that could strengthen cooperation among water users. CESPAD therefore supported participatory approaches that brought together Water Resource Users Associations (WRUAs), community leaders, county governments, the Water Resources Management Authority (WRMA) and other stakeholders to jointly identify sources of conflict and agree on practical management measures.
Community dialogue formed an important part of the intervention. Through stakeholder meetings, catchment planning processes and capacity-building activities, water users were provided with opportunities to discuss competing interests, negotiate shared priorities and develop locally agreed approaches for managing water resources. These discussions were reinforced through the preparation of Sub-Catchment Management Plans, which established a common framework for conservation, water allocation and protection of critical catchment areas.
What was produced?
Strengthening Water Resource Users Associations also contributed to conflict management. As community institutions became better organised and more representative, they provided recognised platforms through which disputes could be discussed and addressed before escalating. Collaboration between WRUAs, county governments and technical agencies further improved coordination in the management of shared water resources and strengthened communication between communities and public institutions.
What changed?
We documented improvements in cooperation among communities following the implementation of participatory catchment management activities. Communities reported reduced conflicts associated with water resources, improved protection of springs and greater collective action in conserving catchments. These changes were linked to stronger community participation in planning and the establishment of local governance structures that enabled water users to work together in managing shared resources.
The experience demonstrated that many water-related conflicts arise not only from physical scarcity but also from weaknesses in governance and coordination. Providing communities with opportunities to participate in decision-making, strengthening local institutions and establishing transparent processes for managing shared resources can reduce tensions while improving the sustainability of water resource management.
What did we learn?
Our experience indicates that participatory governance can contribute to both environmental management and social cohesion. By supporting dialogue, strengthening local institutions and promoting collaborative planning, the project helped create conditions in which communities were better able to manage shared water resources collectively and address conflicts through established governance structures rather than through competition over increasingly scarce resources.
